According to the author of the book, Hiram, who was a king and a friend of Solomon, went to see the towns that Solomon had given him. But when he saw them, he didn't like them at all because they weren't what he expected.
1 Kings 9:12: And Hiram came out from Tyre to see the cities which Solomon had given him; and they pleased him not. [pleased...: Heb. were not right in his eyes]
This verse states that Solomon rebuilt cities that Hiram had given to him, whereas in 1 Kings 9:12, the cities do not please Hiram and he calls them "Cabul."
2 Chronicles 8:2: That the cities which Huram had restored to Solomon, Solomon built them, and caused the children of Israel to dwell there.
