According to the author of the book, God wanted to make sure that people learned how to follow Him, so He sent special teachers called Levites and priests to help teach the people about His ways. These trusted helpers would go and share God's teachings with everyone in the kingdom.
2 Chronicles 17:8: And with them [he sent] Levites, [even] Shemaiah, and Nethaniah, and Zebadiah, and Asahel, and Shemiramoth, and Jehonathan, and Adonijah, and Tobijah, and Tobadonijah, Levites; and with them Elishama and Jehoram, priests.
This verse instructs that women should not teach or have authority over men, which contrasts with the idea of both men and women being involved in teaching, as implied in 2 Chronicles 17:8.
1 Timothy 2:12: But I suffer not a woman to teach, nor to usurp authority over the man, but to be in silence.
