According to Ezekiel, God is saying that if something is not done the right way, it won't succeed, and it will fall apart easily without needing much effort to make it fail. He's warning that even if something looks strong, it can still be taken away if it's not cared for properly.
Ezekiel 17:9: Say thou, Thus saith the Lord GOD; Shall it prosper? shall he not pull up the roots thereof, and cut off the fruit thereof, that it wither? it shall wither in all the leaves of her spring, even without great power or many people to pluck it up by the roots thereof.
This verse advises love and blessing towards enemies, whereas Ezekiel 17:9 discusses punishment and destruction.
