According to Ezekiel, Christians believe that God’s spirit guides everything, like the creatures and the wheels in the story. It shows that God is everywhere and helps things move the way He wants.
Ezekiel 1:20: Whithersoever the spirit was to go, they went, thither [was their] spirit to go; and the wheels were lifted up over against them: for the spirit of the living creature [was] in the wheels. [of...: or, of life]
Unlike Ezekiel 1:20 where the spirit directs the movement, John 3:8 describes the spirit as unpredictable in its movement.
John 3:8: The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.
