According to the author of the book of Ezra, this verse means that a group of people, led by Zerubbabel and Jeshua, started working on building God's special house after coming back to Jerusalem. They asked the Levites, who were at least twenty years old, to help organize and guide this important work.

Ezra 3:8: Now in the second year of their coming unto the house of God at Jerusalem, in the second month, began Zerubbabel the son of Shealtiel, and Jeshua the son of Jozadak, and the remnant of their brethren the priests and the Levites, and all they that were come out of the captivity unto Jerusalem; and appointed the Levites, from twenty years old and upward, to set forward the work of the house of the LORD.

Contradiction with 1 Kings 6:1

This verse states that the foundation of the temple was laid in the fourth year of Solomon's reign, which does not align with the timing in the second year after returning from captivity mentioned in Ezra 3:8.

Here, Solomon begins to build the temple in the second month of the fourth year of his reign, which differs from the second month of the second year after returning from captivity noted in Ezra 3:8.
