According to the prophet Jeremiah, God is telling the people that the country of Moab will no longer be admired because others are planning to destroy it. Even the town called Madmen will be chased by enemies with swords.
Jeremiah 48:2: [There shall be] no more praise of Moab: in Heshbon they have devised evil against it; come, and let us cut it off from [being] a nation. Also thou shalt be cut down, O Madmen; the sword shall pursue thee. [be cut...: or, be brought to silence] [pursue...: Heb. go after thee]
Jeremiah 48:2 speaks about the end of Moab's glory and no more praise for it, whereas Jeremiah 48:47 speaks about the restoration of Moab's fortunes in the latter days, showing a future hope and redemption.
Jeremiah 48:47: Yet will I bring again the captivity of Moab in the latter days, saith the LORD. Thus far [is] the judgment of Moab.
