According to the author of the book of Joshua, God is going to choose people from a group to find out who did something wrong. It's like an investigation where God looks at everyone one by one until the right person is found.
Joshua 7:14: In the morning therefore ye shall be brought according to your tribes: and it shall be, [that] the tribe which the LORD taketh shall come according to the families [thereof]; and the family which the LORD shall take shall come by households; and the household which the LORD shall take shall come man by man.
This verse states that the son will not bear the iniquity of the father, contradicting Joshua 7:14 where consequences are drawn from the actions of one man upon his tribe.
Ezekiel 18:20: The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him.
