According to the author of the book, Nehemiah is telling us where the families from the tribe of Benjamin lived. These families moved to different places with funny names like Michmash and Bethel to make new homes.

This verse expresses God's disdain for certain gatherings and ceremonies, which could contradict the assembly and settlement aspect in Nehemiah 11:31.
