According to Moses, the people woke up early and decided to go to the special place God had promised them because they realized they had done something wrong. They wanted to show God they were sorry by going where He wanted them to go.
Numbers 14:40: And they rose up early in the morning, and gat them up into the top of the mountain, saying, Lo, we [be here], and will go up unto the place which the LORD hath promised: for we have sinned.
This verse contradicts Numbers 14:40 because it demonstrates a change of action based on initial refusal but ultimately obeying, whereas in Numbers 14:40, the Israelites initially disobey and then attempt to act without divine approval.
